Wage: $42.58 - $56.03 per hour (Legacy Class M on 2025-26 Pay Schedule)
*The salary reflected is based on the current salary schedule. Compensation is subject to change upon ratification and implementation of the 2026-29 Collective Bargaining Agreement. Any negotiated salary adjustments, including retroactive adjustments if applicable, will be applied in accordance with the terms of the ratified agreement.
JOB SUMMARY
The Registered Nurse provides professional nursing services to support student health, safety, access to education, and participation in school programs. Assigned to a school or group of schools, this position delivers services in accordance with Oregon Nurse Practice Act, Oregon Department of Education guidance, IDEA, Section 504, and evidence-based school nursing standards.
The primary purpose of this position is to promote and protect student health so that students are able to safely attend school, access instruction, and participate fully in educational activities. The Registered Nurse addresses health conditions that may affect learning, attendance, or safety through assessment, care coordination, health planning, medication management, and health education.
This role operates within a student-centered, team-based service model, collaborating closely with families, educators, administrators, special education teams, and community health providers. Services emphasize prevention, early intervention, and capacity-building of school staff through training, consultation, and development of health-related procedures and plans.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties of this position include the following. Employees in this position perform some or all of the following tasks. Other related duties may be assigned.
- Assess student health needs and provide professional nursing care to support safe participation in school and school-sponsored activities.
- Develop, implement, and monitor Individualized Health Plans (IHPs), Emergency Action Plans (EAPs), and care protocols based on medical documentation and student needs.
- Participate as a member of IEP, IFSP, and Section 504 teams, providing health-related input, recommendations, and documentation.
- Administer medications and treatments in accordance with physician orders, district policy, and state regulations.
- Provide consultation and training to school staff regarding health conditions, medication administration, emergency procedures, infection control, and student safety.
- Monitor and respond to acute illness, injury, and medical emergencies, providing first aid, nursing interventions, and emergency response coordination.
- Coordinate care with families, healthcare providers, public health agencies, and community resources to support continuity of care.
- Conduct health-related screenings, surveillance, and monitoring as required by law, district policy, or student health plans.
- Maintain accurate, timely, and confidential health records, documentation, and reports in compliance with FERPA, HIPAA (as applicable), and district requirements.
- Support schoolwide health initiatives related to attendance, communicable disease prevention, chronic condition management, and student wellness.
- Maintain professional competence through continuing education, adherence to ethical standards, and alignment with current school nursing best practices.
- Demonstrates strong professional conduct and confidentiality.
- Reports safety, sanitary and fire hazards immediately to the supervisor.
- Interacts thoughtfully and courteously with students, staff, administrators, and parents and resolves conflict in a professional manner.
- Communicates clearly with coworkers and other staff.

- Provide professional and responsive support to students, staff and families.
- Appropriately maintains and secures confidential records and inquiries.
- Represent the ESD and school positively and professionally in all interactions.
- Maintains appropriate certifications and training hours as required.
- Attends work daily as assigned and is punctual.
- Adheres to the daily schedule as assigned by the supervisor.
MARGINAL DUTIES AND RESPONSIBILITIES
Marginal duties of this position include the following. Employees in this position perform some or all of the following tasks. Other related duties may be assigned.
- Assist with planning or logistics for health-related events (e.g., wellness fairs, immunization clinics) when requested
- Provide informal consultation or guidance to staff or families outside of assigned caseload responsibilities
- Support pilot initiatives or short-term projects related to health documentation systems, screening tools, or procedures
- Contribute input to grant development, reporting, or program evaluation related to health services
- Assist with orientation or informal support of newly hired nursing or health room staff
- Participate in community outreach or interagency collaboration activities on an occasional basis
- Attend optional professional learning communities (PLCs) or cross-department collaboration meetings
- Assist with inventory review or ordering of health room supplies when requested
- Provide limited coverage or consultation during staff absences when feasible
- Perform other related duties as assigned that are consistent with licensure, training, and workload capacity
SUPERVISORY RESPONSIBILITIES
All ESD employees have some responsibility for supervising students and assisting in maintaining a safe environment.

Education, Licensure, and Experience
- Current Oregon Registered Nurse (RN) license in good standing
- Bachelor’s degree in Nursing (BSN) preferred; Associate degree acceptable per district standards
- Experience as a school nurse, public health nurse, or pediatric nurse preferred
- Knowledge of school health services, child and adolescent health, and public health principles
Knowledge, Skills, and Abilities
- Knowledge of Individuals with Disabilities Education Act (IDEA), Section 504, and health-related educational accommodations
- Experience developing and implementing Individualized Health Plans (IHPs) and Emergency Action Plans (EAPs)
- Experience training and supervising licensed and/or unlicensed assistive personnel in school health tasks
- Ability to exercise professional judgment and respond effectively in emergency situations
- Ability to apply common-sense understanding to carry out written, oral, or diagrammed instructions
- Ability to manage multiple variables and solve problems in a variety of situations
- Ability to comprehend, interpret, and explain applicable laws, rules, regulations, policies, and procedures

- Ability to communicate fluently, verbally and in writing, in English and Spanish (required)

- Ability to add, subtract, multiply, and divide using whole numbers, common fractions, and decimals
- Ability to compute rates, ratios, and percentages and interpret bar graphs
- Ability to handle and account for large amounts of money and perform basic accounting functions, as required
Technical Skills
- General knowledge of computer usage and proficiency with standard school and office software, including:
- Electronic health record systems used in school settings
- Internet and e-mail applications
- Word processing, spreadsheet, and accounting software
- Ability to create graphs and charts using spreadsheet software
- Ability to type accurately and proficiently
Physical and Work Environment Requirements
- Ability to meet the physical demands of working with young children, including lifting, floor transitions, mobility support, and active engagement
- Ability to work effectively in dynamic, fast-paced instructional environments with frequent interruptions
- Ability to travel between assigned school sites, if applicable
Licenses, Certifications, and Clearances
- Criminal Justice Fingerprint Clearance and successful completion of ESD background screening
- Certificates as determined by the ESD
- Valid Oregon Nursing License
- Current BLS Certification

WORK ENVIRONMENT
Work is performed primarily in school settings, including health rooms, classrooms, offices, and common areas, with potential assignment across multiple school sites. The work environment is active and student-centered and may include exposure to communicable illnesses, bodily fluids, and emergency medical situations.
The position requires frequent interaction with students, families, and staff and may involve moderate to high noise levels typical of school environments. Duties require regular use of computers and electronic documentation systems, participation in meetings, and direct provision of nursing care.
Physical demands may include standing, walking, bending, lifting, reaching, assisting students with mobility or positioning, and responding quickly to health or safety situations. Reasonable accommodations will be provided in accordance with applicable law to enable qualified individuals to perform the essential functions of the position.
