Title: Lead Recruiter – Migrant Education

Department: Migrant Education Program

Supervised by: Migrant Education Director  

 

Position Purpose:

  1. To provide support in recruiting. The Lead Recruiter will review scenarios for Certificates of Eligibility (COEs), discuss eligibility issues with data specialist and to take to the Project Director or the Oregon Migrant Education Service Center. The Lead Recruiter will facilitate or provide job shadowing for new recruiters, review new recruiter’s first COEs and provide extra support as needed.
  2. To facilitate the mapping of the project area and the creation of the Identification & Recruitment Action Plan. 
  3. They also assist migrant families in understanding the expectations and benefits of educational experiences for their children.

 

 Core Job Functions:

  1. Utilizes resources and referrals to identify potential migratory families, makes contacts, determines eligibility and completes COEs for children who qualify.
  2. Communicates with Data Entry person to coordinate input flow of COEs in a timely and accurate manner.
  3. Keeps accurate and complete records of recruiting activities on Recruiting Log.
  4. Provides information and referrals to migratory families regarding Migrant Education Program benefits, including Student Accident Insurance and other community and agency services available to assist with social, shelter, food, transportation and health needs.
  5. Processes and maintains files for claims made for migratory children under Migrant Student Accident Insurance.
  6. Assists migrant families in understanding school expectations and the benefits of educational experiences for their children. 
  7. Assists in the coordination of services for which migrant children qualify in the district in which they reside, including: Early Intervention, Title I, ELL, health and welfare services, counseling and special education.
  8. Composes and communicates oral and written notices to parents concerning program activities, calendars, and other information of interest.
  9. Assists with the parent education component and in planning parent meetings.

 

Department Specific Responsibilities:

  1. Performs other duties as may be assigned to support the success of the agency.

Knowledge, Skills and Abilities:

  • Current driver’s license and good driving record; must provide their own reliable transportation and insurance. 
  • Good record keeping skills.
  • Proven experience and in-service training in topics related to second language learning and migrant children preferred.

Education and Experience:

  • High school graduate or equivalent, or any satisfactory combination of experience and training as determined by hiring authority is required.
  • Associate’s Degree or college coursework preferred.
  • Bilingual/Biliterate in Spanish and English required.
  • Two years satisfactory experience in Migrant Education or English as a Second Language.
  • Proven experience in working with migrant school children, school staffs, and migrant parents.

Note: CGESD is currently in the midst of contract negotiations. The posted salary is based on the 2021-23 expired contract. Wages are expected to increase, but the exact amount is not yet known.
