Description

Please note that we are currently in the midst of labor negotiations. Salaries are expected to increase some, but the exact amount is not yet known. Although this is a confidential (non-union) role, any settled salary increase will also apply to this role. In addition to the posted salary range, a 3% bilingual stipend applies upon successfully passing the bilingual certification test.

 

This is a YEAR ROUND role, at 0.8 FTE (approximately 32 hours per week).

Position Purpose:

The Human Resource & Communications Assistant will support the HR department in ensuring smooth processes and communication across the employment continuum. They will provide general support for a broad array of human resources and communications tasks, including Spanish translation and interpretation in a variety of settings. The position requires adherence to policies, procedures, contractual agreements, and absolute confidentiality of sensitive information.

Core Job Functions:

  1. Work with the HR team to plan and implement strategies to build employee morale, productivity, retention, and policy compliance.
  2. Collaborates with relevant ESD committees.
  3. Supports the hiring process by preparing recruitment notices, assisting in the hiring process, processing personnel documents, and maintaining personnel information in the computer personnel system.
  4. Support the HR team in research, development, drafting, publication, and distribution of the employee handbook.
  5. Conducts informational meetings, training sessions, and other communication forums to explain employee benefits and agency policies/processes in Spanish and English.
  6. Support communication to employees in a variety of print, digital, and interpersonal ways; tasks may include creating company newsletters and hosting meetings in English and Spanish.
  7. Assist with collection and input of data for Oregon Department of Education reports.
  8. Assist in collection of data for labor negotiations.
  9. Provide bilingual support for sensitive, confidential conversations and internal investigations.
  10. Provide assistance and follow through to questions and inquiries; when necessary, direct questions and concerns to appropriate ESD staff.
  11. Draft press releases; regularly update agency website and social media pages.
  12. Assist Human Resources department with various clerical tasks.
  13. Demonstrate professional character in all job responsibilities.  Display courteous, polite disposition, exercising tact and diplomacy. Maintain confidentiality in reference to staff and administration in all aspects of agency.
  14. Provide professional skills in email, word processing, spreadsheet applications, verbal communication and written composition for the purpose of relaying information to appropriate parties.
  15. Demonstrate flexibility and adaptability to acquiring new tasks and learning new skills.
  16. Perform other related duties, as assigned, to support the success of the agency.

 

Knowledge, Skills and Abilities:

  • Excellent verbal, written, and interpersonal communication skills in Spanish and English.
  • Demonstrate effectiveness in organizational skills.
  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem-solving skills.
  • Proficient computer skills, including word processing, database, and spreadsheet applications, required. Experience with both Microsoft Office and Google Drive Apps preferred.
  • Ability to exercise independent judgment and aptitude for handling and processing privileged information with professional integrity.
  • Complete projects in an accurate and timely manner.
  • Ability to work effectively and cooperatively with staff, community members, and constituent agencies.
  • Ability to undertake responsibilities and complete assignments with minimum supervision.

Education and Experience:

  • High School Diploma or equivalent required.
  • Bilingual certification in Spanish, or ability to obtain within 6 months of hiring, required.
  • Bachelor’s Degree or at least 5 years of relevant job experience preferred.
  •  Prior experience in Human Resources, communications, or education role preferred.
